Hainan solicits opinions on how to manage construction waste?

In order to further standardize the treatment and resource utilization of construction waste in Hainan Province, the Department of housing and urban rural development of Hainan Province drafted the three-year action plan for the treatment and resource utilization of construction waste in Hainan Province (2022-2024) (Draft for comments) (hereinafter referred to as the "plan"), which is now open to all sectors of society for comments. Citizens, legal persons and other social organizations can feed back their opinions to the urban and rural environmental health management office of the Department of housing and urban rural development of Hainan Province by July 5, 2022 through e-mail, letters and other means.

By 2024, the safe disposal rate of construction waste will reach 100%

According to the plan, in 2022, all cities and counties will complete the preparation and issuance of special plans for the prevention and control of environmental pollution by construction waste in their respective cities and counties, and complete the construction of more than one construction waste disposal site or resource utilization plant, so as to achieve a basic balance in the production and consumption capacity of construction waste.

The Provincial Department of housing and urban rural development may establish a coordination mechanism for the disposal of construction waste across cities and counties according to the actual situation to coordinate the production and consumption balance of cities and counties. All cities and counties have fully implemented the filing of construction waste treatment plans for newly started and under construction projects and the requirements for source classification and reduction of construction waste at the construction site, and strictly carried out the approval of construction waste disposal. The safe disposal rate of construction waste in the province has reached 90% and the comprehensive utilization rate has exceeded 50%, and there has been a new phenomenon of disorderly stacking and placing of construction waste.

In 2023, we will continue to carry out the treatment of the province's stock of construction waste, establish a regulatory system for the whole process of the province's construction waste source reduction, standardized disposal, and closed-loop supervision, and achieve a safe disposal rate of 95% and a comprehensive utilization rate of more than 60%.

In 2024, the safe disposal rate of construction waste will reach 100% and the comprehensive utilization rate will be more than 80%. The management system of construction waste reduction from the source, classified release, middle-end collection and transportation, end-to-end disposal to renewable product utilization will be basically established.

It is forbidden to mix hazardous waste, domestic waste, etc. with construction waste

Construction waste mainly comes from construction projects (including housing municipal engineering, transportation engineering, water conservancy engineering and other civil engineering projects), housing decoration projects, demolition projects, rural self built houses and other projects. In terms of construction projects, the construction site of construction projects mainly includes construction waste such as engineering waste, engineering mud, construction waste, decoration waste, etc. The engineering waste soil can be used as subgrade soil, planting roof backfill, basement roof and side wall backfill, etc. when used, it should meet the requirements of relevant technical specifications such as the technical standard for the resource utilization of construction waste in Hainan Province; The engineering mud is mainly dewatered and dried at the source, and then transported to the terminal disposal facilities of construction waste for treatment; Construction waste and decoration waste are classified and collected to the temporary storage point according to metal, inorganic non-metal and other categories. Dust prevention and dust reduction measures need to be implemented at the temporary storage point, and then classified and transported to the construction waste terminal disposal facilities for treatment. In terms of demolition works, the construction unit should collect the construction waste according to the requirements of "first big then small, first whole then scattered, and from top to bottom", and classify the construction waste on site according to the type of building structure and the composition of construction waste. Generally, the demolition works should be classified according to metal, inorganic non-metal and other categories, and then transported to the construction waste terminal disposal facilities for treatment. In terms of house decoration and rural self built houses, decoration waste and construction waste generated from decoration, rural self built houses, repair and maintenance are mainly classified by metal, inorganic non-metal and other categories, bagged and stored at the designated temporary storage point of construction waste, and a model of village (residential) collection, town (street) transportation, and unified disposal of cities and counties is established. It is forbidden to mix hazardous waste, domestic waste, etc. with construction waste. If construction waste is classified as hazardous waste, it shall be handed over to a unit with corresponding disposal capacity for harmless disposal.

All cities and counties implement the filing requirements for the construction waste treatment plan of new projects

By the end of 2022, all cities and counties will fully implement the requirements for the filing of construction waste treatment plans for new projects, establish a directory of transportation, consumption and resource utilization and disposal enterprises, and publish it to the public. Industry departments at all levels should strengthen the in-process and post event supervision of the approval of construction waste disposal and the filing of construction waste disposal plans, and strengthen the education and training of staff's ability to perform their duties and serve the masses. Fully implement the joint document management of the whole process of construction waste generation, transportation and disposal, so that the type, quantity and flow direction of construction waste can be traced and inquired, and realize the full coverage of information sharing.

It is necessary to entrust the outward transportation and treatment of construction waste to enterprises that have been reported by the local government

The approval system for the transportation and disposal of construction waste shall be strictly implemented according to law. The construction units of new projects and demolition projects shall entrust the outward transportation and disposal of construction waste to the transportation enterprises reported by the local government. The construction waste generated by decoration projects and rural self built houses shall be included in the urban-rural sanitation integrated cleaning and transportation system, and the towns and streets shall entrust a third-party cleaning company for transportation or entrust it to the transportation enterprises reported by the local government for transportation. Transport vehicles shall be registered and handled with the competent department for transportation permit, and a closed-loop management contract shall be signed. It is not allowed to deliver construction waste to individuals or units engaged in construction waste transportation without approval. Make full use of information technology means to strengthen the supervision of key elements such as license plate recognition, closed transportation, transportation route, approved load, approved loading and unloading points of construction waste transportation vehicles on the construction site, and severely crack down on illegal behaviors such as unlicensed transportation, unsealed transportation, transportation beyond the scope of business, overspeed and overload, scattering and dripping, discarding along the way, and transportation not according to the specified route and time. All cities and counties should take the initiative to publish the information of construction waste transportation enterprises and transportation vehicles to the society.

3. Regular and scheduled door-to-door collection can be adopted in areas without residential areas or areas with limited conditions

Gradually establish a mechanism for the consumption, disposal and resource utilization of construction waste that combines market leadership and government guidance, and encourage state-owned capital and private capital to participate in the construction and operation of construction waste disposal sites and resource utilization plants. According to the amount, area, type and transportation radius of construction waste, and in combination with the territorial space planning and industrial development planning within the administrative region, all cities and counties should achieve the effective connection of the short-term, medium-term and long-term, reasonably set up construction waste resource utilization plants, waste disposal sites, transit transfer and allocation sites, and temporary stacking sites, and provide land protection.

By the end of 2022, at least one construction waste disposal site or construction waste resource utilization plant will be completed. If there are existing cities and counties, the original disposal site or resource utilization plant can be upgraded to achieve the balance of production and consumption of construction waste in this city and county. At the same time, the construction waste transfer and allocation sites should be reasonably arranged and constructed. Haikou and Sanya should reasonably arrange and construct several construction waste transfer and allocation sites in the urban built-up areas according to the actual situation of urban construction, requiring at least one transfer and allocation site in each area, and other cities and counties should also reasonably arrange and construct several construction waste transfer and allocation sites according to the actual situation of Chengguan town construction, In principle, towns and townships in all cities and counties should build more than one construction waste transfer and allocation site to solve the problem of construction waste transfer and storage. In principle, each community and administrative village should set up a temporary stacking point for construction waste. For the three no communities or areas with limited conditions, the problem of temporary stacking of construction waste can be solved by means of regular and scheduled door-to-door collection.

By the end of 2023, the construction of transfer and allocation sites, consumption sites and resource utilization plants for the special planning and layout of construction waste pollution prevention and control in our province, city and county will be completed. The competent departments of all cities, counties and provinces strengthen the daily supervision of various construction waste resource utilization plants, waste disposal sites, transfer and allocation sites, and temporary stacking sites, urge the production and operation management units to implement the safety system, strengthen the protection of the ecological environment, and prevent safety accidents and environmental pollution. For cities and counties that have not set up construction waste resource utilization plants, the Provincial Department of housing and urban rural development shall coordinate the transportation of construction waste to other cities and counties for resource treatment, and the relevant costs shall be borne by the cities and counties where the construction waste is generated.

Analysis and supplement of satellite remote sensing images patrolled by UAV

In 2022, the pilot project will be carried out in Wenchang City. When it is mature, it will be extended to all cities and counties in the province to realize the sharing of supply and demand information of engineering waste, the real-time display of relevant information such as emission points, construction waste production, consumption and disposal, and resource utilization, the online monitoring of the driving trajectory of transportation vehicles, and the off-site law enforcement through background control. For the key areas around the built-up areas of towns and villages in the province that are prone to illegal dumping and stacking of construction waste, unmanned aerial vehicles are used to patrol, and satellite remote sensing images are used to analyze and supplement the airspace control areas. If problems are found, they are timely sent to cities and counties for rectification, and the responsibility of the territorial government is compacted. For each problem found and verified during the inspection, notification, interview and inclusion in the supervision of ecological environment protection shall be given according to the scope, stock and frequency of occurrence, so as to force all cities and counties to actively find problems, rectify problems in time and prevent problems in advance.

A fine ranging from 100000 yuan to 1million yuan shall be imposed for indiscriminate dumping of construction waste

The comprehensive administrative and law enforcement departments of all cities and counties took the lead to establish a normalized linkage and cooperation mechanism, strengthen information sharing, and unite regulatory forces. Take the methods of daily patrol, card setting inspection, tracking and tracing the source, explore the use of high-tech equipment, information means and other off-site law enforcement means to strengthen administrative inspection. It is necessary to carry out administrative inspection every month, and severely crack down on illegal and criminal acts such as stealing and smuggling, obstructing law enforcement and destroying the ecological environment or involving gangs and evil in accordance with the principle of "zero tolerance, severe punishment and tracing the source". If the construction unit fails to prepare the construction waste treatment plan for the record, fails to clear and transport the solid waste generated in the construction process in time, or dumps and scatters the construction waste generated in the construction process without authorization, or fails to utilize or dispose of the solid waste generated in the construction process in accordance with the regulations, it shall be fined not less than 100000 yuan but not more than onemillion yuan. Comprehensively apply the "double random and one open" supervision and credit evaluation mechanism, strengthen the supervision of all parties and links of construction waste, and include the punishment of illegal acts of construction waste into the bad information credit files of units and individuals involved. We will improve the rules for evaluating the credit rating of construction waste transportation and disposal enterprises, and improve the market mechanism for encouraging honesty and punishing dishonesty.

Strictly investigate the responsibility of the territorial Government and relevant departments

All municipal and county governments should attach great importance to the treatment of construction waste, incorporate the treatment and resource utilization of construction waste into the national economic and social development planning and ecological environment protection planning at the same level, and do a good job in the connection with the land space planning and circular economy development planning. It is necessary to establish a grid management mechanism, quickly find and dispose of the problem of construction waste, take effective measures to put an end to the phenomenon of construction waste in the area under its jurisdiction, resolutely adhere to the local responsibility, form a working force, jointly manage and do a good job in the treatment and resource utilization of construction waste. In case of serious environmental pollution by construction waste, the relevant competent departments can jointly file public interest litigation with the procuratorial organs and strictly investigate the responsibility of the territorial Government and relevant departments.
