According to the letter of the standard and quota Department of the Ministry of housing and urban rural development on the preparation of two standards such as the technical standards for the reduction and quantification of construction waste on the construction site, the Ministry of housing and urban rural development organized China Construction First Bureau (Group) Co., Ltd. and other units to draft the industrial standard technical standards for the reduction of construction waste on the construction site (Draft for comments), which recently solicited opinions from the public. The deadline for feedback is December 22, 2021.
The standard mainly includes 8 items: general provisions, terms and symbols, basic provisions, estimation, source reduction, collection and storage, reuse and recycling, measurement and emission, which are applicable to the reduction disposal of construction waste at the construction site.
The standard specifies that construction waste is divided into metal, inorganic non-metal and other types. The reduction of construction waste on the construction site shall be carried out in accordance with the principle of "estimation first, source reduction, classified management, local disposal and emission control". During the collection and storage of construction waste at the construction site, domestic waste, sludge and hazardous waste shall not be mixed. During the disposal of construction waste at the construction site, the dust and noise control shall comply with the current national standard evaluation standard for green construction of construction projects and relevant provisions of local administrative departments. The construction unit, the design unit, the construction unit and the supervision unit shall jointly establish a coordination mechanism for the construction waste reduction construction of the project. The reduction of construction waste on the construction site should be combined with BIM (building information model), Internet of things and other information technologies to establish and improve the whole process management mechanism of construction waste on the construction site.
Construction waste shall be estimated according to the type of construction waste and construction stage. The construction stage is divided into underground structure stage (structural works below plus or minus zero and foundation works), main structure stage (structural works above plus or minus zero), decoration and electromechanical installation stage (roof works, decoration works and electromechanical installation works). The formulation of emission reduction targets and source reduction measures shall be determined according to the estimated amount of construction waste on the construction site.
The construction waste on the construction site shall be collected and stored by classification, and the storage site shall be closed. The construction waste collection and construction shall be reasonably arranged, and the on-site construction operation shall not be affected. According to the size and weight, the construction waste should be collected in an organized way by combining manual and mechanical methods. It is strictly prohibited to throw it from high altitude.
The local disposal of construction waste at the construction site shall follow the principle of adjusting measures to local conditions and classified utilization. The construction unit shall establish a management system for the reuse and recycling of construction waste and prepare implementation measures, which shall be prepared according to the on-site reuse, recycling and off-site disposal of construction waste. The construction unit shall reasonably set up the construction waste reuse treatment and processing area and the storage area of recycled products according to the site conditions. Metal construction waste should be reused, and inorganic non-metallic construction waste should be recycled. After harmless treatment, the construction waste that cannot be disposed of on site shall be transported to the designated off-site for recycling. The construction unit shall classify and measure the construction waste and establish an account. It is strictly prohibited to transport the unclassified construction waste out of the site.
The construction waste disposal system, estimated emission and actual emission should be publicized at the entrance and exit of the construction site. Construction waste metering facilities should be set up at the construction site to count the amount of construction waste transported to the construction waste storage yard and the construction waste recycling enterprises on the construction site. The metering facilities shall be calibrated regularly to ensure the accuracy of the obtained data. After each measurement of construction waste, the statistical table of construction waste on the construction site shall be filled in timely according to the actual situation of comprehensive disposal of construction waste on various construction sites, and the records shall be kept for future reference and checked regularly. After the completion acceptance of the project, the reduction effect of construction waste on the construction site shall be evaluated.
